Bad gaming performance with high-end components

Hey guys i need help
Recently i have build my new pc with:
I5 8600k overclocked to 4.5GHZ
Asus dual 1060 6gb
16Gb ram 2400 corsair Vengeance
and the main point 21:9 monitor
problem is everybody have the witcher 3 on ultra 60 fps with 16:9 (1920x1080) and i have not 60 fps in every cause.
i tried to switch resolution to 1920x1080 and it was 5 fps difference
so i am asking you for help

Solution
So I found the soulotion...
I tried to switch to smaller monitor (real 1920x1080) and it has been instantly fps increase.
My final words are I am a little bit sad i cant run 21:9 on 60fps


Ultra is to much for the 1060. Hairworks chews through gpu power so it's best to start lowering that to begin with.

i have 45fps on ultra in normal scene
in more demandig scene i have around 32fps

Yes still not 60fps
I have same setup but different monitor

CPU usage is on 50% GPU on 70%
CPU clock speed is 4200MHZ (I have disabled that clock to 4500MHZ)
GPU clockspeed is 1923MHZ
