Bad gaming performance with high-end components

Hey guys i need help
Recently i have build my new pc with:
I5 8600k overclocked to 4.5GHZ
Asus dual 1060 6gb
16Gb ram 2400 corsair Vengeance
and the main point 21:9 monitor
problem is everybody have the witcher 3 on ultra 60 fps with 16:9 (1920x1080) and i have not 60 fps in every cause.
i tried to switch resolution to 1920x1080 and it was 5 fps difference
so i am asking you for help

Do you have have every setting maxed? It looks like the 60 FPS may require hairworks on off or low for the 1060. What model monitor do you use?

Witcher 3 is an extremely demanding title if you have absolutely everything manually cranked to the max, try the high preset or ultra preset. If you aren't customizing your graphics details.

Ultra is to much for the 1060. Hairworks chews through gpu power so it's best to start lowering that to begin with.

Are you referring to dips below 60fps occasionally? Video seemed to show 59 to 75ish depending on scene.

Multiple programs show same FPS? I use either EVGA precision, or one built into monitor

So you tried 2560 x 1080 native monitor resolution and 1920 x 1080 and still not 60 fps? Video you linked earlier not your setup?

Ok, what are actual GPU usage, CPU usage, and clockspeeds for both in game? They are running 3466 RAM in vid.

CPU usage is on 50% GPU on 70%
CPU clock speed is 4200MHZ (I have disabled that clock to 4500MHZ)
GPU clockspeed is 1923MHZ

Settings same as video? What if you lower HBAO a notch? This also is a demanding setting on resources. I have same game, and was using 970 SLI, then a 1080, and kept the setting down a notch for better FPS.

So I found the soulotion...
I tried to switch to smaller monitor (real 1920x1080) and it has been instantly fps increase.
My final words are I am a little bit sad i cant run 21:9 on 60fps
