PCI-E 3.0 Graphics Card doesn't work on Motherboard PCI 2.0

Hello

I have a desktop computer Alienware Aurora r3 from 2011.
The motherboard is Alienware 046MHW and has PCI-E 2.0.
The computer operating normally, on boot, after I press the power button, the fans start to spin and it sounds a beep. After that, it displays "Alienware BIOS" on screen and the keyboard shortcuts to enter the BIOS.

I bought a ASUS Strix rx570 OC edition (PCI-E 3.0) and connected it to the motherboard (PCI-E 2.0).
I was suprised that when I powered up the computer, the fans started to spin but there's is not normal beep sound neither anything shows up in the monitor. Meaning, it doesn't even start up the BIOS.

If I replace the original graphics card in there it works just fine again.
I also tested the new rx 570 graphics card in another motherboard (which is also PCI-E 2.0) and it works just fine. So, the new graphics card is not defective.

I did a BIOS update to the most recent version I found on dell's wbesite but the problem presists.
I tried to search in the BIOS for options like PCI-E but I couldn't find anything like that.

What you suggest me to do?

According to your answer, I'm planning to get a new motherboard ASUS P8H67 M EVO LGA 1155 DDR3 from ebay which has the same socket of mine so that the same processor will work (socket LGA 1155).

Do you think that the graphics card will work on this motherboard?
Has any one ever had the experience of put it to work on this motherboard I referred?
