"insufficient system resources exist to complete the requested service" when starting PUBG

So yesterday I upgraded my computer to 8 gb to 16 gb (HyperX 4x4 sticks) RAM and I also overclocked my CPU (i5 4690k) and all was fine and all untill I tried to play PUBG. The game would not start, giving me an error message: "insufficient system resources exist to complete the requested service". I tried to lauch fortnite with the same result but CSGO and Rust seems to work just fine. My first thougt was that my PC has some issues with games running the unreal engine but that seems strange. After looking online for awnsers i found a couple of youtube videos and forumposts. The videos told me to disable anti virus apps but i dont even have an anti virus programe installed anymore. Some also told me to download certain programs but i thought that there has to be a way to fix this without any third party interventions. My question is basically if any of you have any idea what the problem could be and/or how i could solve it. I assume that there has to be a problem with the ram or something since it worked like a dream before. While I start up the games i look att the usage of my Ram and Cpu and neither of them esceeds 50% usage. It also crossed my mind that it could be a motherboard compatibility issue since I never used 4 sticks before but honestly I have no idea.

Motherboard: MSI z97 gaming 3

OS: Windows 7 64bit

Ram: 4x hyperx fury 4gb

Processor: i5-4690k OC to 4.0 Ghz (kraken x52 cooler)

GPU: ASUS gtx1070

The games are stored on kingston SSDs or a seagate 2TB harddrive.(D: and E: drive)

(I'm sorry if this has already been discussed in some other thread, but nothing seems to work for me.)
Edit: I just tested with only 2 sticks + OC, No OC + 2 sticks as well as No OC + 4 sticks but i still got the same results

is Task manager seeing all the ram? How much is showing as Hardware reserved?

have you checked in ms config/boot/advanced settings to make sure that there is no tick next to maximum memory?

have you changed your page file size?
