i5 650 gamming

Can I play game with i5 650 processor with GTX 1030 4gb ram at 720p low settings . At min 30 fps games that are launch from 2008-2016 pls help me(GTA v, battlefield,witcher 3, )

The cpu and ram will keep you from being able to run at those settings.
At least a 4 core cpu: (Intel)I5 4xxx series and up.... (AMD)Ryzen 1200 and up
At least 8 gb of ram - GTA V is known to use more.
The 1030 is actually fine for the settings you want to run.
