AMD RADEON R9 290 FAN won't spin but card work

Alright here's my problem. I just bought a "brand new" r9 290(the seller said it was new and it has no dust or anything on it). I plugged it into my pci x16 slot turned on my pc and everything works except the gpu fan. The card functions properly. I have uninstalled the drivers using ddu, reinstalled them still nothing. I opened hwmonitor and it doesn't even show a fan. I then took the fan out of the card and plugged it into my gtx 660 and it instantly turned on with the card. Why isn't the fan turning on when it's plugged into the r9 290?

Did you buy this from a store? Or from a person? Did it come with its original box and stuff?
Could you provide the exact model of your GPU?

Even so it seems more likely that the card had a damaged fan and that's why he/she sold you the card. If the card works fine then I would suggest that instead of taking off the Shroud and tinkering by yourself take it to an expert and get him/her to help you check if the wires connecting the fans are damaged and if they can be fixed.

If they cannot be fixed then you should ensure that your case has better airflow by adding maybe a couple of more fans to it and making sure the GPU doesn't go above 70 degrees Celsius as the card is old and heat will effect it negatively. Or sell this card for a decent price while mentioning its problems to the buyer and then buy a new card.

It's an AMD RADEON R9 290 sapphire with the blower style cooler. I know the fan is not damaged because I took it out and plugged it into a different card and it works. But when I plug it back into the r9 290 it doesn't work.

So seems to be a problem with a connector on the Card itself probably. Sorry but I really don't have that much experience taking cards apart so we're gonna have to wait for someone with more experience to come in.
