What cpu and case should I choose for my pc?

I have AMD FX-4120 3,8GHz, gtx 1050ti 4GB, 16GB ddr3 ram and a SSD. My cpu is the bottleneck (I think) because when I turn up the texture quality from minimum to mid or high I get better framerates and I used MSI afterburner to investigate. So when I'm on low settings, the cpu goes like 70-100%, while gpu basically doesn't do anything xD.
Plus I'm searching for a cheap, 20-40€ case, 'cause mine has just an exhaust fan (no intake)

How far off are we talking about for graduation? RAM prices fluctuate a lot. If it won't be for several months. New Ryzen models will be out and lower cost Intel motherboards (for Coffee Lake). Any recommendations now will have changed by then.
When deciding on a budget keep in mind three things.
1. You will have to buy new RAM. Your old DDR3 will not be compatible. Expect 16GB DDR4 to cost your around 170€.
2. A new CPU means a new Motherboard. That is another 70€-200€ depending on CPU you choose and features you want.
3. You can recoup some of your money by selling your used CPU, motherboard and RAM. Check eBay for value. Look at sold items in the advanced search settings. Sold items tells you what items actually sell for. I'd sell the RAM by itself. The CPU and motherboard as a pair.

I dont know the budget because my mom promised me to upgrade my pc when I'll graduate from musical school (its like a school for learning to play an instrument, but it's not like a conservatoire or university of music, because I'm 17), but I think I can do it myself. So I think like 300-400€ is the maximum.
