I bought a used GTX 770 2gb off of ebay, however it crashes intermittently throughout use. When I first plugged the card in, I saw a small spark jump from the PCIE slot to the card, is it possible that this is what is causing problems? The card is otherwise fully functional apart from these crashes.

Solution
Request a return shipping label and send the card back as not working. Unless the seller stated as is for parts only, you will get your money back(assuming you paid with paypal).
In case of a dispute, ebay will side with the buyer.

a spark? the slot could have gotten damaged and/or the video card. what caused that exactly, that's hard to say. possibly some sort of surge? or the video card not being fully seated correctly when it was powered on? or yes... could just be a damaged card.

at this point, you'd have to try the card on another system(or try the old video card again in your system and see what happens)

I'll try the card in another system, and another card in the current one. Thanks for the help!

Thanks for the help, everyone. I've tried the card on 3 motherboards, 3 power supplies, different sets of RAM & different processors to no avail. I'll be requesting a return through eBay. Thanks again for your time.
