I Am An Indian...
I have a low end Pc But it has windows 8.1,8gb of ram

So I Want To Build A GaminG Pc....
So what could be the best parts at lowest price...
I am talking abt the CPU,Motherboard,Graphic Card,Case And Psu

It would be easier to recommend if you posted your current PC specs so that we could determine if you need to change your whole rig or if you can make do with just a GPU upgrade.

However a budget build for you just in case:

CPU: Intel i3 8100
Motherboard: MSI Z370 Tomahawk
RAM: G.Skill Ripjaws V 8GB X1 ( 8GB X2 if you can afford it)
GPU: Gigabyte GTX 1050 Ti G1 Gaming or ASUS ROG Strix 1050 Ti
PSU: Corsair CX500 V2
Case: Any Cheap Case with support for adding two or more fans.

Or if you want to go AMD:
CPU: Ryzen 5 1400
Motherboard: ASUS Strix B350-F

You did not mention your PSU. Please mention that. Your case and Monitor too.

If you are really tight on cash then search for a second hand i7 2600k or i7 3770k. This will allow you meet minimum CPU requirements for every game for at least 2 more years. Then buy a GTX 1050 that is cheap and preferably does not require a 6 pin PCI-E connector.

If you cannot manage even that then just buy a GT 1030 so that you can play at least older games at playable settings and frame rates. Then save up money for the future so that you can get yourself a Decent Gaming Rig like the one I mentioned. It really is the most sensible build for a tight budget. Anything that cuts even more corners WILL NOT last you more than 2 years at playable settings and frame rates. Here is the build with links:

It will be a low end gaming pc. You won't be able to run EVERY new game. But you will able to run almost all older games. You forgot the RAM. Your current ram will not be compatible with your new motherboard. Everything else is okay. The GT 1030 will allow you to play games at Low-Mid settings for newer ones and Mid-High for older games. It will perform much better and let you enjoy your games more by providing smooth gameplay.

You need to list your budget for the system, what games you want to play and and what settings you want to reach.
