Can't max out gta v with zotac gtx 1060 mini on a 1366x768 resolution

I just recently bought zotac gtx 1060 mini 6gb version and playing gta v on 1366x768 resolution but cannot max out it on ultra settings
Processor: i5 3570
Ram:10gb
Hdd:500gb

Please help!

Your CPU is holding you down when you max out the population, view distance.
Those settings are CPU demanding, Try to set them at half.
Advanced graphics settings are only for GPU monsters and are FPS killers. Please disable them.
And turn your MSAA a little bit down to x4 or x2.
For maxing the settings i would recommend you to replace your CPU.

By max out you mean getting 60 FPS on average at ULTRA settings?

If so then you might want to check if you have v-sync off. Check your GPU utilization with MSI Afterburner for bottlenecking. And monitor the temps for thermal throttling. Collect that date check the v-sync and if possible provide a screenshot of your graphics settings. Also keep in mind that the CPU gets hammered by GTA V. So there maybe a CPU bottleneck. So collect the data and get back to us.

V-sync is turned off my temps are about 60s-70s
cpu usage is about 80 to 90 and gpu usage is 100%
