i tried removing hdd totally no msg on screen, removed cmos battery no msg in screen(even reset it),just the fans running
every individual components works ( cant say if mb works fine)

if it is a mb problem what should i do?

Solution
If the CPU fan is spinning then sounds like it, yes.

You may wish to install a motherboard speaker. It may produce beep codes that could identify if RAM or CPU is to blame. The motherboard failing is more likely however.

It's also possible to test the CPU and RAM on another system to see if it starts with them. You could also try the PSU on that other system as well just to be sure, even if it was newly unboxed.

You really need to give us the actual name of the CPU and motherboard. There are multiple generations of Core i3 and hundreds of motherboards.

The CPU name is printed on the CPU cap. The motherboard name is printed on the motherboard. The most likely cause is that the CPU is incompatible with the board. BIOS update may help in some cases.

Some processors can fit into a socket but not be compatible. Intel Core generation 8 (8600k) will not work in a 7th generation motherboard even though the socket is the same and it fits perfectly. They aren't compatible and will never work. Many have fallen into this trap.

Some processors can fit into on older motherboard and work only if the BIOS is updated. A 7700k processor (7th gen) may not work in a 6th generation motherboard until the BIOS is updated. Same socket between both generations.

If you have a 2nd gen then BIOS isn't the problem as that motherboard will support the CPU with the factory BIOS.

I recommend having the video card, hard drives, and case fans disconnected during the troubleshooting to eliminate variables. The system has integrated graphics, plug in the monitor into the video port on the motherboard. Use only one stick of RAM in various slots.

There is a CMOS clear jumper block near your SATA ports. Unplug power the power supply, move the jumper block from pins 1-2 to pins 2-3. Plug the power supply back in and see if you can get it to the BIOS screen. If it doesn't work on pins 2-3 then remove power, remove the jumper completely and set aside, then add power and try to get into BIOS settings.
