USB Ports stop supplying power when machine is turned off

Hello,

So... kind of a weird issue, when i turn off my computer the USB 5V supply stops, however if i turn it on and shut it down again the 5V supply comes back but the charge it outputs is super slow, even though my phone gets all night to fully recharge, the best it reaches is 40%

So there is clearly something wrong, back when i had Windows 8.1 it never did this, but as soon as i got Windows 10 it started doing it

Any clue as to what might be wrong? Maybe i should try to update my BIOS? Kinda afraid to do that though... kinda risky

I know it's strange, i'm as surprised as you are

I always shut down my computer, i rarely put it at sleep but as i said, back when i had Windows 8.1 it never behaved the way it does now, it all started as soon as i installed Windows 10, so the OS must have some sort of influence on the USB ports during shutdown

To verify this, i got my old hard disk drive that has Windows 8.1 in it, i booted from the drive and shutted down the machine from there, and the USB ports worked just fine, just like back when i had 8.1 on my main SSD, it's very odd but let's not forget that with Windows 10, i have to shut it down, start it back and shut it down AGAIN before the USB ports can work, and even so they don't work correctly, the whole...

But i decided to take the risks and update my BIOS, and that fixed the problem, my BIOS was very outdated and the latest update had a bunch of stability and compatibility patches, it also updated CPU Microcode so that's that i guess
