does my cpu bottleneck my gpu?

i'm new to this pc stuff. watching youtube i learned that if any part of pc is running at 100%max it is probably bottlenecked by other parts. my gpu runs at peak 100% most of time but cpu usage is fine.
ram = 2GBx2 DDR3.
cpu = Intel(R) Pentium(R) CPU G2020 @ 2.90GHz
gpu = asus nvidia geforce gt 610 2gb

You have it the wrong way around (thanks youtube!) if a component is running at 100% then it is the component that is bottlenecking the other components.

So in this case your GPU is very weak and your CPU is stronger. But that GPU is not intended for gaming.
