New Build or Prebuilt

Solution
For only $400 including an OS (which costs $100 alone), that's a very good deal, and something that can still be updated further later on.

The only concern is does the current 950 need PCIE power connectors coming from the PSU or not, as the PSU that system comes with probably won't have any.
But it's only an extra $50 for a decent PSU.

For the price probably not, that system with the 950 & better PSU will game fine at 1080P/60hz. If you have any extra cash then maybe doing a clean install of Windows 10 or using Samsung Magician Software to transfer it over to a 850 EVO? And with any prebuilt's I'd recommend thoroughly going through the system and getting rid of all the bloatware that may come with it.

Now is a bad time to consider a new build the best would around black friday this year into Tax season next year. You will have more options open and cheaper prices.

Late 2018 into 2019 will include

New Motherboards from Intel " Budget models specifically under $100 for the current socket
A new Socket from Intel along with another batch of CPU's Mid to late 2019
AMD Zen2 CPU launch
AMD Zen APU's late this year and upgraded versions next year
Volta from Nvidia across all price ranges
Navi from AMD Across all price ranges
DDR5 possible launching late
DDR4 price decrease

That Prebuilt isn't bad for the price if you need something now, the i5 is much better than any Athlon made and would match fine with a 950, You would gain a significant fps increase on CPU dependent titles but the GPU itself is going to struggle with AAA titles which you probably already know.

Current Gen builds
CPU+MB+RAM+ Windows is going to be more than that entire system costs at that price.

He turns 21 soon and he is looking to step up his game just a little bit. He's not into ultra settings and for now he knows the prices on GPU's are insane.

His PSU is decent and new and currently working well.

I figure for that price, it's a decent enough of a stopgap as we can retire it to a living room PC when and if prices normalize and he is ready to do his own build from the ground up in the next year.

Budget is an issue, he wants to do it all on his own and see what he can do within that budget.

This prebuilt gives him that opportunity at a reasonable pricepoint but we are open to any and all suggestions.

Thank you for your time.

As I'm away from the PC for a few days I can't confirm if it needs PCIE power. If it does, his current PSU is up to the task.

The unit had the option to ship with a r7 360 so yes it has a 6 pin connector. It also uses a standerd ATX design so upgrades shouldn't be a issue.
