I currently have a Belkin N600 DB Wireless Dual-Band N+ V2 Router on my home WiFi. I recently had a conversation with Comcast about a price increase and after it was resolved, I mentioned that my download speed was around 35-45 which,. according to the Comcast Rep was much less that I should be receiving. They sent a Tech out this afternoon and when he connected directly to the modem, my laptop speed test registered 111. When he re-connected my WiFi, the download speed was reduced to 41. He felt that the problem was with my router and recommended that I should upgrade my router... I see that there is a v3 - would this satisfy the higher download speed from Comcast?

It may not just be your router, your device (laptop in this case) must also support any newer standard.

I would fully investigate the situation before buying anything. What is the exact model of the laptop and how far away are you testing it? On 2.4GHz or 5GHz?

Are there any other wireless signals around you to interfere? You can use a free wifi analyzer cell phone app or THIS free PC analyzer program to see all available and surrounding networks. Also, insure that you have no other 2.4GHz devices nearby if that it the frequency that you use (such as wireless speakers, mics, headphones, mouse, KB, etc.)
