I7 4790K with Hyper 212 LED overheating on default settings

I've had my 4790k for a year now but since i couldnt afford more i had it locked on 4.0ghz with a stock cooler. Earlier today I bought a Hyper 212 Led and had it installed in the servis. I came home all happy that i'd be able to finally use my cpu with atleast default settings, maybe even try and pull off 4.5 or even 4.6ghz and oh boy was i disappointed.

So the first thing i did is i loaded default settings, booted up and when everything was booted like usual, i opened HWMonitor and i noticed that temperature was already 45-50 celsius, which is same if not worse than what i had with the stock cooler. I then opened Intel Extreme Tuning Utility just to be sure that HWMonitor wasnt lying and it was the same. Curious, i did a stress test and it took it about 10 seconds to reach 100C and start throttling. Im pretty sure that this is awfully wrong as it didnt even overheat with a stock cooler.

I made a screenshot just so you can see my voltages and temps. I am pretty sure that the airflow is good and that the fan is working. Im probably gonna check if theres something wrong with contacts or thermal paste in the morning but before i do i definetly wanna hear something for people more experienced than me.
I forgot to say that my motherboard is a Gigabyte Z97P-D3 and that not only did it overheat during a bench/stress test but it overheated when i loaded up Witcher 3 (Medium settings) aswell

Is the fan to the hyper212 spinning?
If it is, likely, the cooler was not installed properly.
At idle, you should see 10-15c. over ambient.

Possibilities:
1. Sometimes one forgets to remove the protective mylar on the base of the cooler.
2. using too much paste is a common mistake.
3. Uneven tightening down of the cooler leaves poor contact.

I suggest taking it back to the one who installed the cooler.

What is the CPU voltage at (sorry couldn't read the pic), try turning down the voltages sometimes you can get higher clockspeed with lower voltages, and also check to make sure the cooler is mounted properly and check the thermal paste.

I loaded default settings and it set voltage to 1.265V. I will be checking if the cooler is mounted properly and if thermal paste is ok when i get up in the morning.

Yeah if its stock voltages it has to be something with the cooler

Yeah, and when too much of a crappy thermal paste is applied it can actually cause it to insulate the CPU from the cooler.

I actually checked the heatsink and it seems very cold. Just feeling the temperature may not be accurate but i believe that during a stress test it should at least be a bit warm if the cpu's at 100C which must mean that heat is not being transfered properly

then either the cooler is on wrong or the temp monitoring is borked.

The guy in the service accidentally forgot to remove the mylar. Turns out i actually got a reallygood chip, running stable at 4.8ghz with 1.285V and max temp of 80c during stress test!

Unlike 3rd,6th,7th and 8th gen cpus which top out at 1.4v, the 4th and 5th gen like your i7-4790k top out at 1.3v.

However, if you are running 8 threads on something like p95 26.6 small fft torture test and getting only 80°C from a CM hyper212, you are doing far better than most, whom usually only get 4.5-4.6GHz.
