My assumption is that it's the mother board, but anyway. I purchased a new cpu, mobo & ram. (specs down below) and after installing all of it, to some surprise it wouldn't boot. (no power at all) I've already tried the psu on another rig and it booted it just fine. So that leaves me wondering if I have a faulty board or something else.

CPU: Intel i5 8400
Motherboard: Gigabyte z370 HD3
RAM: G.SKILL TridentZ Series 8GB (2 x 4GB)

I've tried everything I could think of, I looked at the manual and everything seemed to be plugged in okay. Any help is appreciated, thanks!

try making sure all the connections are correct, if they are its possible you got a DOA board. Did you get a warranty, try returning it.

I did get the 3 year warranty luckily, I've tried unplugging and replugging everything back in to insure that I wasn't mistakenly doing something incorrect. But to no luck. I'll probably just return it as I believe it may be faulty. Thanks for the help, Jacob!

No problem, the only 2 things that would cause this are a bad PSU and bad MOBO, but seeing as you tested the PSU it has to be the MOBO. Hope you get your PC running soon :)
