should a cpu cooler be tightened hard?

Solution
Well, increasing the pressure you would press out the thermal paste and stress your motherboard. Printed wires run very dense around the cpu socket, it is easy to damage a board. Therefore I would not suggest to use much force.
Get your heat sink steady and keep it in place. That is all.

You may use tools, just don´t overdo it. Plier sounds weird, I usually use a screwdriver.
Try to wiggle the heatsink. If it stays on the broad without sliding in any direction you are good.
