1 Out of 2 storage disk does not get power

I was building a pc and everything went well until I plugged in a second storage drive. My ssd was showing up before but when I put in my hdd it doesn't anymore but my hdd does work. When I switch around cables the other one works again but the previous one does not. When I power only one it doesn't matter in what power cable I plug it. So the cable isn't broken and the disks aren't either. What's going on? Btw the the second cable extends from the first one. And it is SATA. The issue is that one of the 2 does not get power.

But when I only use one drive both cables work when I switch them around

So let me get this straight.
Both drives have a sata data cable connected that plugs into the sata ports on your motherbd.
Each drive works all by itself with either end of the power cable but if you plug in both power cables then only 1 drive of the two is detected?

When the ssd and the hdd are both plugged in, which one is the one that gets detected?
What shows up in the bios for installed drives when both are plugged in and only one drive is detected?
Are/were both drive bootable? ie - is/was an os installed on both drives? Uefi might be blocking one drive then.
