bios fast boot wont let me go into bios to turn it off (disk usage always goes to 100% because of it)

Try holding down the shift key when you click 'Shutdown' from windows. This should force a true shutdown rather then the fastboot version and then on the next power up you should see the usual 'Press Del to enter setup' type prompt.
