Pc won't turn on help

So while i was at the desktop i opened radeon settings, i went to global settings i clicked reset radeon settings and then shader cache, after it done its reset setttings my pc suddenly turn off i tried to power it up again but nothing happens the things that i tried changing ram,changing power supply, changing cables or checking them, still it doesnt work but my mobo recieves power cause it has a light which is green to tell me if theres power, still doesnt turn on and im afraid if my mobo fried pci express slot or cpu socket but i didnt hear nothing from the case what do you think guys.

GPU POWERCOLOR RX 460 2GB
MOBO: ASUS H81M-C
RAM: 2X2GB CORSAIR VENGEANCE 1600 MHZ
HDD: 1TB SEAGATE BARACUDA AND 1 TOSHIBA 183GB
PSU: CORSAIR CX850M 80PLUS BRONZE
 

I don't see any reason to think the motherboard is fried so it should be something else.

1. When you try to boot, does the CPU cooler fan spin?
2. Have you cleared the CMOS?
3. Have you tried booting with just 1 stick of RAM?
