How do I run an exe file into my computer from BIOS?

I recently found out that after I installed windows 7, that I had driver issues with my keyboard and mouse. I found a driver that is in an .exe file and I put it on my flash drive and I do not know how to open it in BIOS.
Keep in mind I cannot access anything to do with windows itself. (My mouse and keyboard do not work after bios).
All I need to know is how to open a file from my flashdrive in BIOS.
Motherboard: MSI B150A
if you know anything please let me know, I cannot really afford to pay another $100 to fix my computer when I know what the problem is.

Most importantly: I AM NOT TRYING TO INSTALL WINDOWS USING A FLASH DRIVE.
I NEED TO INSTALL A DRIVER TO FIX MY MOUSE AND KEYBOARD TO WORK AFTER LOGIN.

You need to install the USB drivers in windows is what it sounds like to me.
You may have your mouse and keybd plugged into usb3 ports which need drivers to work with windows (Bios hands off control to windows during windows startup). You may be able to plug them into usb2 ports and have them work, depending on which windows version you have installed.
