So im going to buy a new computer i currently got a i7-4790k 2x 970's. and im looking to keep one 970 so i can wait and buy the new nvidia graphic card i heard was coming out.

This is what im looking to buy any tips would be needed
Cpu:Intel Core i7-8700K
Cooler: NZXT Kraken X62
Ram: G.Skill Trident Z RGB DDR4 16GB 3200MHz
Storage: Samsung 960 EVO 500GB M.2 PCIe SSD
Motherboard: ASUS ROG Strix Z370-E Gaming
Case: Phanteks Enthoo EVOLV ATX GLASS
PSU: Corsair RM650x 650W

And any tips off maybe making it a bit cheaper but you can see what im going for. Looks and kinda high end. is 650psu enough?

650w is fine for a GTX970 and any other single modern graphics card you can buy today.
It is unlikely that a future top performing graphics card will need more.
That said,
I have no problem overprovisioning a PSU a bit. Say 20%.
It will allow for a stronger future graphics card upgrade.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.
Buy a tier 1 or 2 quality unit from a list such as this:

I think corsair rm is tier 3.
Not on the list yet, but very highly rated is the Seasonic focus series with 10 year warranty.

Your case has plenty of room for a good air cooler.
The very best would be the Noctua NH-D15s at half the price.
NH-I14s is about as good and a bit cheaper.
As a plus, an air cooler would preserve the natural positive pressure cooling sustem.
That is where all the front intake air is filtered, keeping your case cleaner.
A Air cooler will be quieter and more reliable; it will not leak.

Take money saved and invest in a better GFX card. It'll probably be a couple more months until Volta is out. Longer for 3rd party offerings seems normal. Tack on the insane GFX card prices and buying now is a bit more challenging. Fortunately, I picked up an EVGA 1080 Ti FTW3 Hybrid at $10 less than MSRP back in January. Not exactly something to text home about but it's better than the $1200 and up that I've seen.
