Looking for Desktops with Core i7-5775c

I am looking for computer models that have the Core i7-5775c processor. I would like to purchase this CPU as an upgrade to an small Haswell based SFF computer as it would be a step up and have better thermals.
However shopping the Core i7-5775c, it near or above MSRP.
I keep thinking that there should be used business grade desktops in the pipe that can be picked up cheap. However most listings don't include the exact CPU model or even Broadwell in them. I haven't been able to get a search to return OEM models with Core i7-5775c.

Yes the lithography/manufacturing change between 4th and 5th gen should be noted but it's not that dramatic looking at performance. If 35W is your limit then i7-4785T is about as good as you could hope for with that little wattage. I don't believe that an undervolted or underclocked 4770k or 5775C would be significantly better than 35W i7-4785T in terms of performance. If anything you are paying more for power that you can't use.

Yes the 5775C has identical performance to the 4770k with less power needed but it doesn't seem worth it IMO as you still must undervolt and that will cut down its performance significantly.

Not a lot of desktops used that processor, it was not popular, and when there are few available prices will rise. A retired 4790k desktop would be far easier to find and have similar/slightly better performance. You still will end up paying between $1000-1500 USD for a 4790k desktop. 7700k desktops are selling quickly right now and would have better performance as well, selling for $900-1100 USD.

I am looking for the 65W TDP and Iris graphics to shove into a Lenovo m93p or OptiPlex 3020 Tiny.
I currently have a i7-4770k underclocked in one and it still keeps current throttling and isn't a good time. Smaller die shrink and such of the i7-5775c would do better. Even in my Alienware Alpha R1 would enjoy that chip. I just thought a discarded business machine would be cheaper than the MSRP the CPU's currently go for.

Given that I spent:
$250 New on the OptiPlex 3020 Micro
$20 Used Bad VGA for the Lenovo m92p

I would just buy a whole 8th Gen or Ryzen if I was going to spend that kind of money.

I didn't realize you were building into a PC quite that small. I thought this was around Mini ITX or a small tower not Pico ITX. If they are both the Micro and Tiny versions I'm not sure those upgrades will work at all. Those two look about the size of a router and have T version 35W processors. I don't think you'll be able to run a 65 W 5775c. No way could you run a 4770k without experiencing serious thermal throttling. The 5775c would probably throttle too. I would not go above 35 W without expecting overheating. These PCs do not look designed to be able to handle higher processors. I can't see a version of either of those that doesn't use a T or low power i3 or i5. If you have those router sized PCs I'm not sure if you have any good moves as far as processor upgrades go. They aren't designed for upgrades at all.

The 4770k works but at just about the same clocks as the Core i7 4785T, which I just set using Intel Extreme Tuning Utility and some healthy undervolting.
It's not thermal throttling it's Current Throttling. The system board refuses to feed more than 35W.
Oh, I also have an Core i7 4785T from my Alienware Alpha that is a 35W TDP chip.
I just figured that the Core i7-5775c with 14nm and more efficiency would do better. I know that I am pushing things. It has to do better than the i7-4770k!

I found a used gaming tower on eBay with that Core i7-5775c but it had an GTX 970 and the bidding went to $400, understandably.
