G3220 Idle Temps?

So, someone please explain this to me because I can't seem to wrap my head around it. Why EXACTLY, does my G3220 slowly rise in temps on idle and then hover at 96C? My CPU input voltage is for some reason 1.728V and I can't change that in my BIOS (AsRock H81 HDS), I'm also running the stock intel cooler (which I dont think is actually making contact with the CPU cause it's broken). I know the stock cooler is part of the reason, but is the input voltage also part of the reason?

if it a new build i would rma both the mb and cpu. if they been working for a bit i would rma the mb first then the cpu. as there no os yet there no way to run the intel cpu test.

if you press down on the cooler in the bios temp screen and the temps drops. you have a bad cooler. also look at the locking pins on the back of the mb make sure then in all the way. look at the bios info see if the mb has an old bios. may have to update the bios. also make sure non of the bios settings set to over clock settings. click on default settings see if the cpu voltage drops.

CPU cooler is now seated properly, updated to the latest bios and I'm still getting up to 67C, I decided to shut the system off until I figure something else out. How much better would a Hyper 212 EVO cool the CPU, and would I have the same issue again if I swapped the CPU out for something more powerful (Xeon E3-1220v3)? Would clearing the CMOS help?

So after running the system after I seated the CPU cooler properly and updating to the latest BIOS it still hovers at about 80C at idle in the BIOS (I have no HDD for it right now so I can't test it on an OS). Would a Hyper 212 EVO help it at all, and would swapping to a Xeon result in the same problem even if I had a Hyper 212 EVO?
