I have the Sapphire R9 280x toxic 1150Mhz (2 x 8pin pcie power connectors) and the Corsair HX620W.
They are connected using 2 x 4-pin peripheral to 8 pin pci power cables (each with two connectors of 4 pin connected to one 8 pin on the vga).

My PC crashes during gaming after a while in some games like crysis 3.

1. I checked the Temperatures and it looks ok (although a bit warm as the PC sits in a cabinet).
2. I underclocked the R9 to 900Mhz (using OC guru) and it solved the problem although on windows the screen flashes from time to time (i.e. - can't work),
3. I undervoltage the card using the Sapphire Trixx and it looks ok.

1. Is the corsair sufficient?
2. Did I connect the VGA correctly (on the manual it says it directs power from one rail to another)?

Should I replace the PSU or the VGA card?

You're using Molex adapters which, while they can function, are not ideal.

The HX620 *only* has 2x6pin PCIe connectors, opposed to the required 2x8pin (6+2),

The HX620 is good quality, albeit older and should *probably* work just fine using 2x6pins.....
A 6pin is spec'd for 75W x2 + 75W from the PCIe slot should be capable of ~225W to the card.
The Toxic however, is one of the most power hungry of the 280X's. 250W max draw. You'd likely still experience instability at the absolute upper-end of it's power draw though.

You could use 6pin to 8pin adapters BUT, the power draw may well be above spec of the wire gauge used....

Between the PSU and GPU, if you were to upgrade one or the other; I'd opt for the PSU right now.

To upgrade from a 280X, you really need to look to a 6GB 1060 / RX 580 or better - and right now is a horrible time to look for a higher-end GPU.

For "new" PSUs, I'd be inclined to look at either of these (in order of preference):

Thanks!
Can it get 225W using the molex adapters from the hx620 or just with the 6 pins?
I was wondering, can it be that the hx620 gets too hot and shuts down?

Get a CX750 PSU, it will have the two 8 pins and provide sufficient power for your 280X. Crisis 3 is also VERY GPU demanding, running it on an R9 280X is simply unrealistic. As said above, look into a 6GB 1060, RX 580 (preferably 8 GB), or for a good price a used 1070. The 280X is a relatively old card so titles such as Crisis 3, PUBG, and Witcher 3, wont run very smoothly on it even at the lowest settings. It simply doesnt have enough raw power or VRAM to do the job. If you still have trouble after getting a new PSU a new GPU or have any other questions feel free to message me.

Cheers mate!

Thanks mate :)
I will start with a new PSU. Maybe a new 1070/1080 later on.
Why is it a bad time to buy a vga card?
I was wondering whether I need to add cooling to the cabinet or opening its door is enough?
