Unsolvable Network Issues for 4+ months

Hi, I've been having horrible latency when playing games. It started around October of last year, no matter if I'm connected to my WiFi with my USB adapter, (a Netgear WNDA3100v3), or plugged directly into my router (Netgear R6200, modem is a Motorola SURFboard 6141) using an Ethernet cable.

The issues have taken different shapes over this period, whether it be the internet going out for no reason, unable to access websites after I tab out of a game like CS:GO (super weird) for 30 seconds or so, turning my computer off shuts off the internet connection (though I changed my LAN adapter's settings to specifically not do that); and of course, general speed consistency issues. I have swapped out my computer's motherboard, tried all new Ethernet cables, and a different router at a separate location. I've tried messing with the MTU size, flushed DNS, Messed with IPv4/6 settings, and reinstalled Windows 2 times. Problem is still occurring, and I'm pretty sure at this point there is some secret organization out there preventing me from having solid connection.

Dunno what to do, figured maybe someone on this site could help me out. Thanks
 
If you are having issues using a wired connection, did you contact your ISP? Is the issue only one one device? When you re-installed Windows did you install any sort of extra network management drivers or anything else aside from the base drivers for the motherboard?
