My laptop loses charging power when playing games even though it's plugged in

So i have an alienware 17'' R3. This PC seems to have a problem with either the battery or charger. When i play games, it goes from 60-100 fps to 30fps. I have found out something wasn't right because when I alt-tabbed, It either didn't say the charger was plugged in, or it said plugged in not charging. The Temps never peak 80 and the battery also not only makes the fps bad, but it also drains the battery for some reason. If i need to require extra information, please contact me

EDIT: The charger also sometimes turns off. I know this due to the blue ring around it. I have to plug it back in through the part that connects the PSU to the outlet
 
I have an old alienware 11 R2, and never personally observed that type of behavior with the charger and the blue ring. Do you have a digital multimeter available? If so, you could check the output voltage of the charger to see if it's correct and consistent. Outside of this, you would need another battery or charger to to test. How old is the laptop? Batteries in notebooks only tend to last for a few years depending on use from what I've seen, before they start having charging issues, or don't accept an incoming charge. I can't think of any time in memory where the adapter itself failed in my experience besides a pet chewing on the card or the connector being damaged inside the laptop itself.

I do not have a multimeter available, however, if I check with one and the voltage is not correct/consistent, would that be the definite cause?
