So, the post is a bit strangely worded, I'm assuming it's about one of three things. Follow instructions as appropriate, or elaborate if I've missed your request:
1. You want to block a phone number from contacting you/texting you
On Android, this can be done using a third-party call app, or potentially your own normal software, depending on who your vendor is. I like the third-party app, as it lets me whitelist my country's code (nothing worthwhile comes from outside of NA, in my case) while blocking all others. For iPhone, I believe IOS has a way of doing this, but you'd have to google it.
Some carriers are able to block chronic spammers, so you may possibly get something by calling your carrier.
2. You need to block a sim card due to theft or something
Call your carrier, give them your information and they can blacklist the phone, terminate the plan, and cancel the SIM, as needed.
3. You are trying to unlock your phone to work with other carriers so you can pop in any sim
I believe the limit is relatively low, like 3 attempts. BE CAREFUL. If you screw up and trigger that lock, there's nothing anyone is going to be able to do for you to get the phone sim-unlocked at that point. It'll be stuck eternally to whichever carrier placed the lock.
Contact your carrier for a code and instructions, usually, provided your phone is built.
