What is the best gaming CPU of 2018 now

I wanted to know what the fastest CPU for gaming, as of 2018, in regards to cores and base clock speeds. I currently have an older Intel water-cooled and anything under $1000 would be reasonable.

What would be best under these conditions for 4k and potentially VR?

The 8700 is pretty much the top end great CPU. If that CPU can't run it, none will. The 8600 and 8400 also make good gaming CPUs. The 7700K and 7600K aren't bad either, but they have limitations on gaming while streaming. For pure gaming only however they are good. Better budget CPUs include the 1600 or 1600X. For straight gaming only any of the above CPUs will work well. If you are gaming and streaming/recording then you want the 8600, 8700, or 1600X.
