HD7950 Fan Issue - Not working on auto, only spins when manually set to 80-100%

Hi all. I'm having a problem with my gpu and was hoping someone might have and idea what the issue could be.

Well, I have had my XFX HD7950 for probably 5 years now and for the most part it has been superb but after a couple of system crashes today, I managed to narrow it down to the video card. I was watching some videos in QHD on youtube when the display turned to entirely white/grey artefact and there was buzzing through the headphones. Shut the computer down and managed to switch it back on after 30 seconds. Happened again.

Suspecting the gpu I monitored the temeratures which were very high for such low usage... so... opened the case while the computer was on and noticed the fans were not operating. Fiddled in overdrive for a bit then noticed that they only spin when manually set to 80% of max speed. I guess this would be the same if the temperature was to reach the threshold for this fanspeed to kick in. I also note that this is the speed at which both fans activate, with only one spinning below 80% in the name of power saving.

I have found:
Both fans spin freely and there is no grinding, so I have pretty much eliminated the possibility of a bearing issue.
The issue still occurs on boot and in safe mode, fans do not move, so I have eliminated the possibility of a driver/software issue.
The card has been reseated and PCI cables reseated, eliminating a connection issue at least between the motherboard, power supply and video card.
Cleared heatsinks/fans of some dust. Not that there was much there to begin with.

I am thinking of removing the cover and checking the fan cables, but I suspect they will be fine as I believe there is no reason for them to have came loose.

so, does anyone have any ideas what the issue may be?

I do suspect the card is near enough good as done for and I may just replace it... it's just a shame how expensive and sparsely stocked cards are now. Haven't followed it all since upgrading this system and I didn't realise how bad it is.

Thinking of a 1050ti 4GB for £160 though. Is it any good? Comparable to the 7950 3GB?
