What is a good liquid cpu cooler? Im asking for liquid because I know the Noctua D15 would be a good air cooler. And would a 1060 6GB be good for 1080p at 144Hz? Thank you! :)

Which case you have? What max budget? Which cpu? Overclocking?

For 144hrz would i look at >~gtx 1070. Depends on settings used too,but high/ultra would imo be gtx 1070 or higher territory, really think gtx 1080 or better would be best if you really want those 144fps.

144Hz - there are two parts to it:
1. CPU - you need a high clocked (over 4GHz) i7 or 6 core i5 to reach over 100FPS in many games.
2. If you want to play on max graphics settings, I'd recommend at least GTX 1070 or 1070Ti.
To be honest, if you have some card at hand, it would be smart to wait a couple of moths for the release of next gen cards.
More performance for less money.

As for cooler, even smaller and cheaper NH-U14s will be comparable or better at cooling with lower noise than 240 AiOs.
Same goes for most decent 60-90$ air coolers from companies like Be Quiet, Cryorig and many others. There are even cheaper coolers from Scythe that do awesome job.
Practical reasons to choose an AiO are usually compact cases with limited CPU cooler height. Some people like the look of AiO.

I'm not sure about that. I think their going to be snatched up very quickly by the miners just like the current cards making the prices crazy. Better performance and using less power will probably drive up the release price and be out of stock very quickly.
Buying a card right now I would be looking for a used GTX 980 / 980ti.

My case is a Corsair 750D, with a i7 8700k (going to overclock to 5GHz), and my max budget is $2500

Im using an i7 8700k (going to overclocking to 5GHz when I find a new cooler), and I heard the 1070 rn is really costly/pricey
