Is it safe to delete the Steam install.exe file from the downloads folder after you install steam?
Would this cause a problem if I wanted to uninstall Steam at a later time?

Go for it. Most programs will install with a special executable uninstaller in their program directory - this is what Windows finds and runs to remove them.

The initial installers don't need to be kept once they've served their usefulness. No worries.
