PC shuts down and goes into repair loop when trying to download drivers for GTX 770 ... is my GPU dead?

Hey guys earlier today when I was gaming i noticed that there where these blue/red colored pixel lines all across my screen. I figured this ahd to be some kind of issue with my GPU ( Gigabyte GTX 770) so I downloaded the newest driver off GeForce experience. But apparently my PC has a problem with these drivers which caused it to shut down and go into the repair loop every time I try to boot ( it boots but then goes to black screen until it says that it couldn't repair the system). I then booted it in safe mode without any problems and uninstalled the GPU drivers using DDU. I also uninstalled the GPU in the device manager. Now I can boot the PC normally again but when I try to install drivers off the NVidia website in order to install my GPU again the PC just crashed and goes back to the repair loop. I also still have these blue pixel lines on the screen but only at the top and the bottom...
Pretty weird issue, has anyone had a similar problem and knows how to fix this? Or is my GPU dead?

I have a 780ti and got exactly the same issue today. I couldn't find any solution so far. I have a feeling that Nvidia just killed the older generation cards just to make us buy their new cards on these ridiculous prices...

It is most likely that your PSU cant handle the high power consumption of your GPU.
It can be also that your gpu is dying, do some research and i will NOT recommend this BUT bake your gpu in your oven and see what the results are. This method works for some people but please do some research first then start doing this.
This will give your gpu some more time to work.
Please post your full pc specs.
