Will this work for my friend?

Currently i am trying to order parts for a friends entry level gaming PC. (He is just trying to play CS:GO). So far i have found a Dell OptiPlex 780, with the q9400 and 4gb of ddr3, for around $60. It does not come with an HDD but i have an old 320g laying around (its a little slow but it will work for now.) His budget is about $140-150, and i am trying to find a GPU that i do not need to purchase anything else for (i.e. No new power supply). So we have around $80 left for the GPU. if anyone knows a good dpu that does not require an external power source other then the pci slot itself, please let me know! (Again, looking to run CS:GO at 720p looking fairly well)

Edit: so far i can only find gtx 750's and R7 260x that can run csgo, but nobody seems to know if they require a 6/8 pin connector.

you can know if they need 6/8 pin connector by how much power they requires
no pin means they draw <75W, 6pin means they draw <150W, 8pin for <225W, 8+6pin for <300W and so on

every 6pin adds more 75W, 8pin or 6+2pin adds more 150W

gtx750ti draws <75W so no 6pin connector
r7 260x draws <150W so 6pin connector required

I want to suggest RX460 that is better than both 750ti or 260x (no pin required) (probs at $100), but seems the price is skyrocketting at amazon,
anyway, from your option, gtx750ti is the best your cpu can pair
