Hi, I have 8gb 1800mhz ram, no dedicated gpu and I plan to play it on a 720p resolution. Can my APU handle it atleast at the lowest graphic settings?

I don't see any way that is possible, and would not actually be playable if it was. Minimum GPU requirement is a GTX 660 or Radeon HD 7850, and your APU doesn't come anywhere near those specs.

I've seen a LOT of indications that users with minimum specs or lower, and using low resolutions, have had very sketchy framerates and generally just found it wasn't worth the effort. Even gamers with very good specs have issues as the game isn't terribly well optimized, even now.
