Solution
You actually purchased the OS from Toshiba, not Microsoft.
MS expects you to get it from Toshiba.

When the laptop was new, it gave you the opportunity to create your own Factory Reset DVD or USB. It probably prompted you to do this. It even says so in the user manual.

There is/was a partition on the drive that would create that USB or DVD.
If that still exists, you can still do it for free.
Otherwise, contact Toshiba and they will sell it to you for cheap.

Of course, no one ever does.

MS used to have a download site with all the versions and languages of Windows 7 up at Digital River, a host site MS uses or used to use. They took those down shortly after 8 came out and then came the new system. I don't get why OEM can't download an .iso. Makes no sense to me, since by far most PCs have an OEM key.

If MS was hosting downloads themselves previously, I can't see how it could be against the law. You may have to look long and hard to find a 100% legit copy, however. There must be a billion copies that were downloaded from Digital River legally so.

I can second that - - - both our Toshiba laptops had recovery media creation utility in Windows 7 - using the built-in DVD writer - - one of the first tasks I did when we bought them was to make a set of recovery discs. Many laptop buyers just don't bother or care to look around there laptop for helpful & essential utilities like that.

And if you read Microsoft's OEM licence agreement covering pre-installed Windows, you'll see that it's the laptop or PC manufacturer that's responsible for support of your Windows product, not Microsoft. That's why OEM pre-installed product keys aren't valid for non-OEM copies of Windows.

Are you sure about that? I recall when I was a technician I never had access to the recovery (because who makes that, am I right?).

We always just used a matching OEM version and the key (often needing to call to activate) and it worked just fine. Hell, one time I activated Chinese-Only Windows via phone activation since the drive had died - the OEM key got me activated just fine, though admittedly the copy I had wasn't China only.... but I wasn't exactly in China (it was a legal copy - exchange student), so there's only so much you can do.

Have you tried this?

Also you won't get anywhere with Microsoft with an OEM key. I also don't recommend downloading a Windows ISO from anywhere but Microsoft's site.
