can i overclock ryzen 3 1200 to 4ghz with CoolerMaster Hyper 212X?

All Cpus will be different so theres nothing guaranteed but quite possibly. Mine is stable at 4GHz 1.375V but gets to hot on the stock cooler so I settled for 3.8 @ 1.2V the hyper 212 would likely allow me to get there but like I say its a gamble.
