What OC should I aim for

So this week I am finally getting round to building my new Ryzen PC. I have ambient temps of 12 to 14 degrees Celsius.

I am wondering what OC I should aim for.. I know it will vary with the lottery and what not just looking for a guideline as this room is cold all the time.

Ryzen 7 1700
Noctua NH-D15 SE-AM4
3 Fractal Design Case fans
MSI X370 POWER GAMING TITANIUM
G Skill Flare X 3200 16GB (2 x 8GB Dual channel)
Asus Strix ROG 8GB OC edition
EVGA Supernova 650 G2 PSU
Crucial Mx500 SSD
SanDisk Ultra 240GB SSD
WD 1TB 7200RPM

I would like to hit 4.0ghz.. Do you think this is achievable. I have never overclocked before.

To hit 4GHz, you have to raise the voltage to 1.3875 V - 1.4 V

Excellent. So I should go straight in at 3.7 as that is the turbo boost?

Then increase by 1mhz, post, stress test and when i find the stable point, back off a step.

Thanks, to be honest if I hit 4.0ghz I would stop there i'd be happy with that, even 3.9
