Hi there. I know this problem has a bunch of different posts in this forum, ivve browsed through alot of em. But I have not found an answer to my specific issue.

Recently bought a bunch of new fans, so I swapped my MB from my previous Mini ITX. To my "old" Asus Crosshair VI Hero MB, due to it having more fan connectors. The Asus crosshair vi hero was my main motherboard roughly 6 months back. And was working perfectly with my Ryzen 5 1600 and 16GB corsair RAM at 3200 mhz. However, when im using the exact same setup now. Windows only uses 7,93 GB of RAM. Ivve tried swapping ram positions, a1,b2, a2,b2. Updating bios, flashing and reverting to old bios. Clean windows install, changing virtual memory settings and reinstalled the CPU.

What's next? Apologies for the poor english, its not my first language.
Attatched a couple of photos (notice that the screenshots are taken when the ram slots are in slot 1 and 3. They are currently positioned in 2 and 4). And please note, all of this used to work 6 months back.

Hope someone can help me out, thx in advance.

Solution
Boot with Ubuntu live and have a look if it´s displayed correctly there.

Maybe the board is damaged. Spacers in the case correctly placed for the "old" board?

Check with your other board, if the RAM is still working correctly

What version of Windows are you running? I'm running Windows 10 Home 64-bit edition and it recognizes all 32GB of my RAM. But older Windows can have it's limits even when running 64-bit like seen here: https://www.howtogeek.com/131632/hardware-upgrade-why-windows-cant-see-all-your-ram/.
I also looked up your mobo user manual and your RAM IS on the QVL list, which is good and the manual suggested that when using two stick of memory to seat them in slots 2 and 4 so keep it the way it is.

Yeah, the MB supports the RAM, this worked like clockwork 6 months ago. Thats why I'm clueless as to whats causing the problem. Im running Windows 10 Pro 64-bit, latest update.

Did you reset the BIOS by jumper? (ClearCMOS)

Did you restart windows (restart button in windows)?

Be absolutely sure the sticks are locked and pushed in completely. Install sticks to:
A2 and B2 (dual channel mode)

Preferred

Why is the RAM voltage at 1,373V and 2133MHz? Should be @ 1,2V 2133MHz or XMP: 1,35V 3200MHz

Good idea, tried. But unfortunately? Windows boots with both sticks, recognized and working. If one of the sticks where faulty, that would be an easy RMA and a quick fix for me. But unfortunately not.

Cleared Cmos, did not help. After testing all sort of manuals OC and underclocks on my memory. I just went with auto on my board, to make sure I was not messing anything up myself.

Worked like a charm before at 3200 MHz with 1.35V and 16-16-18-18-36 timings.
I've even tried 2133MHz at 1.2V with 15-15-15-15-36 timings.

So that's unexpected twist. Did you checked all the slots on motherboard one by one too? If this test shows nothing unusual, then I must admit you got a strange problem.
