Keyboard/Mouse (USB) input issue

Recently my mouse has started pausing (the curser will not move) for small periods of time and on several instances the keyboard also stops accepting input and when this happens functionality does not return to either and I just have to hard shutdown which temporarily fixes things.

When just the mouse fails the light remains on indicating no loss of power just no input is accepted for a few seconds. When both the keyboard and mouse fail the lights flicker on and off on both periodically but no functionality. have tried unplugging re-plugging trying different ports to no avail. when doing this an exclamation sound plays indicating it recognises the device and notification comes up for installing drivers but still no functionality. Also oddly my headphones which are usb powered will continue to function throughout. I have tried reinstalling USB port management drivers and drivers for keyboard and mouse (automatic ones and from website). Also for other reasons I was forced to completely wipe my OS drive last night and do a fresh install of everything except bios this problem has persisted however. Any ideas why this is happening and how to fix it?

Mouse and keyboard are roccat 'Kova [+]' and 'isku' respectively OS windows 7

CPU: intel i7 quad core 3.6ghz
motherboard: sabertooth x79
RAM: 2x8GB corsair DDR3 2400MHz
GPU: Nvidia GTX 770 4GB
Storage: SSD Samsung 850 EVO 250GB (Current OS Drive)
HDD cannot remeber but nothing on it (2TB) currently has some partitioning issues
Power supply: Corsair TX650
OS: Windows 7 home
case: Zalman Z11
Headphones: roccat Kave
Currently nothing else plugged in

Okay so I swapped out just the mouse for some random old logitech one I found and have not encountered the issue again and the original problem mouse (Kova [+] one) is not exhibiting the same issues when plugged into my laptop. I wanted to test it there before posting sorry to leave the thread hanging open. I swapped back again just to see if it was fluke timing and problem returned.

I do recall now that the keyboard and mouse do have a 'Roccat talk' feature to allow alternate use for buttons on the mouse however this is not currently setup so shouldn't be an issue, I would have thought. However something wrong with this is all I can really think of at this point.
