Two Issues With Dell Mobo Ram (018D1Y)

So recently I have taken my family's unused Dell Inspiron 560 out from its corner collecting dust, and decided to upgrade it to a decent gaming pc. However, upon finishing this computer, I have noticed two issues; both having to do with the ram.

Before I get into the issues, here are the specs that were with the computer before I upgraded it, and after I upgraded it.

Before Upgrade:

GPU: MSI Aero ITX GT 1030 OC Edition
Storage: 320Gb Seagate HDD, 500Gb WD Green HDD
PSU Stock 300W from Inspiron 560
OS: Windows 10 Home 64 Bit

Ok, now the issue with the ram that I'm having is that for one, the ram is running at 1066Mhz. My Q8300 is shows up in CPU-Z as running at 1333Mhz, and my motherboard says it can support 1333Mhz FSB, yet my ram is always running at 1066Mhz. I even tried taking out the hynix and booting it, but still am only running at 1066Mhz, even tried vice-versa with only the hynix inside. Not sure why this is.
The second issue--well rather curious in the sense that my motherboard says it can support up to a maximum of 8gb of ram, yet I have installed 10Gb. It boots up just fine with the 10Gb. So I'm questioning whether or not my motherboard is really what it says, or rather intel just got their information wrong with this board and it's an entirely different one. My BIOS reads the motherboard as being a Dell 018D1Y, and CPU-Z and Speccy also state it's a Dell 018D1Y.

Any help understanding both of these concerns helps.

First issue RAM Speed. it's very common for RAM to run slower than FSB speed. there are dividers/ratios that allow this to work. Also if you have DDR3 1066 modules installed with DDR3 1333 modules it will run at the slower speed.
2nd isssue. It's very common to find computers, especially older Dells that support twice the listed RAM capacity. When higher capacity modules are released they always are 2x the size of the last ones. 512mb,1GB,2GB 4GB 8GB. Dell only lists modules that A- they've tested and confirmed, or B- the larger modules didn't exist yet. I'm running an Optiplex 380 with 2 RAM slots which only came with 2 Core CPUs and 4GB RAM. But now that 4GB modules are available it runs 8GB just fine. It's also running a 65W Core2Quad Q9505S which wasn't an option when it was new.
Here are the builds for the Inspiron 560. It looks like you've got the best GPU. It's not a very popular model.

Sorry for the late reply, completely forgot I made this. It seems that your right about the listed RAM on dell motherboards. However, I am not phased by any of the things I listed as I opted to upgrade my motherboard to a more decent one. Though I'm now having problems with that. Story of my life. New thread incoming.
