Over heating CPU

Hey guys -

I've been asking the community because of my problem with League of Legends play. I've noticed the FPS drops and weird fluctuations during game play. It looks like my CPU over heating is the problem... Here's my build:

(Everything is about 2 years old except my GPU)
Motherboard: Gigabyte Z97X-UD3H
GPU: EVGA Black Edition 1070 Ti
CPU: Intel i7-4790K (w/ be quiet! DARK ROCK 3 cooler)
RAM: CORSAIR Vengeance Pro 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400
PSU: EVGA G2 750w
Windows 10

Per Real Temp GT, my temperature at idle (8~15% load) is about 60'c and when playing League of Legends (per Afterburner monitoring) it goes up to 90'c (~45% load)... Also Thermal Status reads Log-Log-Log-Ok... Here's link to how my Real Temp looks like at idle: https://imgur.com/wkxWBkE

Note, two days ago I installed my new GPU and along with it I cleaned all the dust from my desktop and performed factory reset on my Windows 10 and formatted my 2nd hard drive. So my system is like new.

Anybody have an idea on whats causing the issue?

When a cpu suddenly spikes in temps like that without corresponding increase in cpu usage, it's almost always cpu heatsink which has been bumped or is not sitting anymore quite flush with the chip surface. Or paste that has dried and cracked, and slight shifting during cleaning exacerbated this. Try wiping old paste off carefully (use isopropanol, not regular rubbing alcohol), and reapply some paste, re-mount, tighten screws. if your paste is more than like 3-4 years old at RT, try and get something fresher.

If that is a cpu temp, then re-mount your cpu cooler and replace thermal paste.
If that is a gpu temp, then something has to be wrong with your gpu fans and I'd check in afterburner if they're spinning correctly or turning on at all.

This is my CPU temp reading. Also, I've never really touched the CPU cooling besides apply air to remove dust when I was cleaning it 2 days ago.... I guess I could try and taking the cooler off and re-applying the thermal paste? Any other thoughts you guys have?
