They definitely don't mean a i5 7600k, which is a fairly recent chip. That's an old motherboard, so old Nehalem CPUs are the only ones that will run. It's about on the level of an FX-6300, so it's better than an i3 550, but we're talking about a budget CPU rather than a "good" one. It was a solid CPU at the time, but that time was 2010.
Whether it's a smart upgrade depends on what the cost of the CPU is and the rest of the rig. At $25, it's a reasonable upgrade, but your friend shouldn't expect miracles.
