So, I have 16GB of RAM and this BIOS is detecting both stick - but it's showing that I only have 8GB of RAM.

So either one of the RAM sticks is bad or one of the slots?

BUT, I bought another set of 2 x 8 Corsair RAM and it too did the same thing which leads me to believe it's a RAM slot.

Update: When re-booting and trying different sets of RAM it sometimes detects both sticks, and sometimes only detects one, for both the G.Skill and Corsair.

Update: Past problems with my computer include: Random black screens no matter what I was doing (playing games/browsing internet) and my GPU fans would spin up but I could still hear my audio. Would require a hard restart. Would sometimes happen once a week and other times in spurts as soon as I started up my PC.

What CPU? Try reseating it in the socket. If you have an intermittent connection between the CPU and the socket that could prevent memory from working.

Sometimes it is too much pressure being applied by the CPU cooler (Intel CPUs)

Aside from that, could be a bad memory slot or bad memory. You could test each stick separately to verify the memory itself. Not much to do about a bad motherboard other than replacing it.

Ryzen 7 1700, reseated my CPU a couple of times in the last few hours.

I was trying to solve the random black screens issue last night, finally decided to reseat CPU/GPU/RAM and check it cables. Once I plugged it back in both my GPU and MB USB ports weren't working. Had to head out of town and get a new set of Corsair RAM, plugged it in and PC finally turned on.

Since then both sets of RAM allow the PC to be powered on.

Update: after powering off and on then entering BIOS multiple times to see if both sticks would be detected it showed that a stick wasn't being detected in Slot 4. NOW both sticks of my original are being detected.
