Frequent stuttering in GTA V

Hi, I have an unusual issue with my gaming rig in that I get severe stuttering in one game and one game only - Grand Theft Auto V

Now, what makes this even more perplexing is that in any other game, including the much more demanding Just Cause 3, performance is extremely smooth and framerates are high. It's just GTA V that I have issues with. I should also mention it wasn't always like this - I used to have a 2GB GTX 960, and in game performance with that was a buttery smooth solid 60FPS, I had to stop using that when it gave up the ghost on account on failing VRAM. However, when I recently replaced it with what I'm currently running (a MSI GTX 1050Ti 4GB), the performance issues in GTA began. The performance should be the same if not better, so why is it so terrible all of a sudden?

PS: I have always ran GTA at high settings, 720p with no advanced graphical options, that's from when I had the 960 and I didn't change any when I got my 1050

CPU: Intel Core i5 2400 3.1GHz
GPU: MSI GTX 1050Ti Gaming X 4GB
Motherboard: Dell M5DCD
RAM: 8GB DDR3
HDD: Western Digital Caviar Blue 1TB HDD
External storage: 1TB Toshiba Cavio Basics USB HDD
OS: Windows 10 Pro x64
PSU: EVGA 430W

It appears I haven't explained this well enough.

I know the performance should be similar and I wanted it like that, that's why I bought a to a 1050Ti rather than anything more powerful than the 960 I was replacing. However, the problem is that I am getting worse performance with the 1050Ti than I got with the 960. This shouldn't happen because the two cards are roughly equivalent to each other*

*It could be argued the 1050Ti is accually slightly better due to the higher amount of Vram (My 960 had 2GB and my 1050Ti has 4GB) and the newer chipset architecture in the 1050Ti
