W3540 @4ghz more fps than x5650 @4.2ghz

Recently I finally got a motherboard that supported my xeon x5650. I was able to get it to 4.2ghz. I got a cinebench score of 906. The thing is, my w3540 when overclocked to 4ghz gets higher fps in games like beamng drive and stuff the use the cpu more. Why is that? Am I doing something wrong while overclocking my x5650? I get like 80 and up fps in beamng on normal with the w3540 @4ghz but when I switch to my x5650 @4.2ghz its like 30 to 40 fps. Even when I turn the the graphical settings. Also, the w3540 got a cinebench of like five hundred something.

That's when I had high fps in beamng n stuff. My x5650 is at 4.2ghz and my w3540 was at 4ghz.
