My gpu is an rx 550 and my cpu is an fx 8370e and i use msi afterburner to monitor usage and they both average a little under 50%. i still get high frames but i want to get the fullest out of my components. I don't understand why its doing this because when i did a benchmark it scored highly and the gpu ran 100% and the cpu averaged around 60-75%.

TF2 is a terribly optimized game. It can only utlize up to 2 cpu cores and 4 threads. Also it gets confused with newer gpus, because they are pretty much "too powerful" for a 10-year old game, which came out during the era of gtx 285. If you want your GPU to get used more, I would suggest bumping up texture, anti-aliasing and antistropic filtering.
