DRAMATIC drop in FPS after Windows 10 re-install (inc. latest drivers)

After a fresh re-install of Windows 10, and after updating the drivers for my CPU and GPU, I installed CS:GO, and saw a noticeable drop in FPS compared to before the re-install. I used to average 200-250fps, whether maximum or minimum settings (I believe this was due to a CPU bottleneck), and the same is now true, except my average is over 100fps less (a HUGE drop), ranging from 60-120fps, and sometimes falling below the 60fps mark under certain conditions. I haven't tested any other games, but I wouldn't have any averages to compare to for any of my other games. I tried defragging the system partition userfiles partitions, but this had no effect. I installed Razer Cortex (a game optimising tool), and used all optimising functions, launching the game through their UI, with no visible improvement in performance.

CPU: Intel i5 3470S 2.9GHz @2.9GHz
GPU: GeForce GTX 960 2GB
RAM: 16GB 1660MHz
Motherboard: P8H77-M PRO, BIOS version v9902
OS: Windows 10 Home 64-bit

Additional info: Steam is installed to my C (system) partition in Program Files x86, but the game install directory is on a Userfiles partition.

It appears that my computer is running above its expected performance - but the averages I'm getting on CS:GO now (~100fps) are at least 40fps below the average with the same build/graphics settings (~140fps), and WAY below the FPS I used to be hitting (200-250fps). I have absolutely no idea what could've caused such a dramatic drop on a FRESH install of Windows 10, latest drivers, all optimised.

Thanks very much for the response; I've updated my post with an overview of the benchmark results from UserBenchmark.

It appears that my computer is running above its expected performance - but the averages I'm getting on CS:GO now (~100fps) are at least 40fps below the average with the same build (~140fps), and WAY below the FPS I used to be hitting (200-250fps). I have absolutely no idea what could've caused such a dramatic drop on a FRESH install of Windows 10, latest drivers, all optimised.

First. Since you’re playing Csgo and it says your machine is running above expected. The only thing I could think of is it might be the game causing the FPS drops. In console in Csgo type fps.max 0 I believe is the command. Also you could have your graphics settings turned up too high. Did you by any chance have your cpu overclocked? Take a look at your bios. And can you please link the userbenchmark results?

Thanks for your response! The framerate is unlocked already via an "autoexec.cfg" in the start-up folder, and I know it's working as other instructions in the .cfg file are being carried out. It's also unlocked via the start-up instructions within the Steam platform. As indicated in the original post, settings were never the problem; whether minimum or maximum settings, I used to get over 200fps. My CPU cannot be overclocked, as it is an S model Intel CPU, but it does have "Intel TurboBoost", which never seemed to work - I've never seen the CPU running at over 3GHz. I know I should really be fine with it, as it's (purportedly) running CS:GO above average expectations, but I KNOW that my machine can and HAS run it faster, and this makes it hard to be satisfied with over 100fps less than I'm used to getting. There has to be a solution.
