It's also currently a few bucks cheaper than the Ryzen 1600. Z370 boards are however a bit more expensive than some compatible Ryzen boards, so overall Ryzen is probably a less expensive option. If performance is more important than price, I'd definitely go with the Intel unit. Price won't be all that different overall anyhow.

No. Avoid Thermaltake. Only their Tough power grand models are actually any good, and those are overpriced.

What country are you in?

Can you link to any places online that you can purchased from if not in US, UK, CA, EU or AU, or do you have to buy from local shops?

I'm sure that you can afford a better power supply if you can afford an i5 8400. It depends on your choices where you live, but Thermaltake is not where I look when I need a power supply. And that model you picked appears to be their least expensive, that's not a good sign. A quality power supply is worth spending a bit more on, even if you have to give up on something else.
 
Smart series and TR2, especially the older models of TR2, are not great. I wouldn't pair them with a gaming card. Ok for basic internet or office machine.

You do realize that Amazon deliveries to Venezuela will take a LONG time to get through Customs, and that there will be additional, expensive fees for both delivery and import taxes, right?

You are MUCH better off buying from a vendor in your own country. Been through this MANY times before with South American members. Unless you are familiar with the costs of ordering through Amazon where you live, I would either look into it a lot closer or avoid it.

What GPU card will you be using? You may not NEED a 650w unit. There are currently very few GPU cards that require a unit that big, so unless you have an older GPU with a high power draw or are planning to overclock, a smaller capacity unit might be plenty and would likely be less expensive.

Ok, so Volta probably isn't going to happen. Instead, based on recent articles, it looks like they might be going straight to Ampere. So if you are planning to buy a higher end next gen Nvidia card then a 550-650w PSU might make sense depending on what tier of card you are planning for.

For what you have RIGHT NOW, or for anything up to GTX 1060, a 450w unit of good quality is fine.

I'd try to stick to Seasonic (Focus, G, Prime, X series), Corsair (TX, RM, HX, AX series), Antec (True power classic, Edge, High current gamer (Only higher capacity models. 520 and 620w are older group regulated Seasonic built units), FSP (Hydro X, Hydro G) and Super Flower (Leadex, Leadex II, Golden green series).

last ask which air cooler u recommend for i5 8400 ? usually i play archeage and open 3 or 4 client
 
The stock cooler that comes with it works well enough for that CPU in most cases. If you want an aftermarket cooler, which is not at all a bad idea, then I'd look at the Gammaxx 400 (Usually cheap, but works good) or Cryorig H7 (Better but still usually not expensive.)
