sub 60 fps on LOW SETTINGS w/ GTX 1060 6gb

So I'm getting <60 fps on low settings in battlefield 1 with a gtx 1060. I assume this card can run this game at ultra >60 fps. Some help please?
Specs:
i5 4690
16GB DDR3
GTX 1060 6GB
 
Solution
If anyone is having the same issue, I have a fix. First, go to your Battlefield 1 directory (where the game is installed). Then create a new file text file. In that text file, add these lines:

renderdevice.renderaheadlimit 2
gstrender.thread.maxprocessorcount 4
gametime.maxvariablefps 200

You can change the processor count depending on how many cores your CPU has. Also, you can make the max frame rate anything you like (60-200). Once you add these lines, save the text file as "user.cfg" and you should be set. Also, make sure you have DX12 and v-sync turned off in game.

Latest drivers are installed, I have Discord and ShadowPlay running, and I do not have any AV on this system at the moment. I have another desktop with an i7 4790K and a GTX 1070 Ti. The difference in performance should not be that huge. I went from a 960 so I expected a huge upgrade.

I have a i7 4790 with RX580 4Gb and I play BF1 at 1080 Ultra locked @ 60fps. Might be your CPU. I had a i5 4440 with RX580 4GB and had some issues. After I upgraded to the i7 4790 issues disappeared.
